The City of Helsinki is concerned about the low level of physical activity among the ageing population, as 73 % of over the age of 75 Helsinki residents are not physically active enough to maintain good health. However, physical activity counselling is an effective way to increase the physical activity of older people.

The purpose of this project was to investigate the current state and development needs of physical activity counselling in the City of Helsinki. The aim was to create a unified physical activity counselling model for the city’s sport services and service centers. The project was carried out using a service design process, and the used development methods included Webropol survey, workshops and feedback questionnaire.

Based on the results, there was significant variation in the content of counselling provided at different locations and the development of the service was considered necessary. The outcome of the project was a physical activity counselling guide that includes materials to be given to customers, information about the physical activity counselling process and support material for employees.
