The social services and healthcare hosts many governing bodies making seamless cooperation between officials is a crucial factor in disaster situations. The ability to offer help to everyone in need is a top priority. This thesis was a part of a larger AMOVIRKE project, which particularly aims to improve the cooperation between official bodies. This thesis focused on the examination of social stand-by services and their operations in Turku area on 17 April 2013, when OTTO disaster drill was organised in Nauvo. The main objective of the thesis was to examine the operations of social stand-by services in the disaster drill in Turku area. And also to compare the process to goals set in project plans and legal liabilities of social stand-by services. This thesis was conducted using qualitative research methods, while analysing feedback on the actions of social stand-by services. In the thesis, other operators provided the data for analysis, so no data collection was necessary while making this thesis. Written feedback received from the workers at social stand-by services and students who attended the drill was analysed using content analysis methods, in which inductive reasoning was guided by setting a research problem. The students who acted as clients of the social stand-by services were pleased with the services and felt that the social stand-by services reacted seriously to the disaster drill. The feedback from the students conveyed a content reaction to authentic empathy and professionalism of the social workers. The goals for learning that the social stand-by services had set for themselves were achieved well according to the analysed data, although many of the clients had problems with accommodation that were left completely open. Obligations set by the law and in stand-by preparation plans were accomplished quite widely, although details in accommodation and possible special needs of some clients were not taken into full consideration. The preparation plans of social stand-by services are secret, which makes it impossible to evaluate their total success. Also, possible defects in the analysed data may have affected the quality and reliability of the research results.
