Kehittämisprojekti toteutettiin Turun ensi -ja turvakoti ry:ssä. Yhdistyksen kolme asiantuntijuusaluetta ovat vaativa vauvatyö, kriisi- ja väkivaltatyö sekä eroauttaminen. Kehittämisprojekti kohdentui vaativan vauvatyön yksiköihin, joita on neljä. Vaativan vauvatyön palvelut ovat tarkoitettu vauvaa odottaville vanhemmille ja vauvaperheille, jotka tarvitsevat yksilöllistä ja vahvaa tukea vanhemmuuteen. Kaikissa toimintamuodoissa työn painopiste on vanhemman ja lapsen välisen varhaisen vuorovaikutuksen tukemisessa. Vaativa vauvatyö on ensisijaisesti kohdennettu alle 3-vuotiaiden lasten perheille ja sitä järjestetään sekä laitos- että avopalveluina.

Vaativan vauvatyön asiakasperheet tarvitsevat ammatillista ja intensiivistä tukea, jotta saavat varmuutta vanhemmuuden taitoihinsa. Joidenkin vanhempien kohdalla haasteet vanhemmuudessa ovat merkittäviä, jolloin he eivät pysty vastaamaan lapsen hoidosta ja huolenpidosta. Tällöin lapsen kasvun ja kehityksen turvaamiseksi tarvitaan lastensuojelun sijaishuollon tukea. Lapsen sijoitustilanne on vanhemmalle kriisi, josta selviämiseen hän tarvitsee tukea, jotta pystyy sitoutumaan vanhemmuuteen myös sijoituksen aikana ja huolehtimaan omasta hyvinvoinnistaan.

Kehittämisprojektin aikana luotiin palvelukuvaus vanhempien kanssa tehtävästä tukityöstä lapsen sijoitus tilanteessa. Palvelukuvaus esittää selkeästi palvelun sisällön ja sen eri vaiheet. Vanhemman tukityö sisältää muun muassa vanhemman psyykkisen voinnin tukemista, lapsen ja vanhemman suhteen ylläpidon avustamista ja vanhemman käytännön asioiden hoitoa. Palvelukuvauksen avulla voimme yhtenäistää yhdistyksen eri yksiköiden toimintatapoja, tarjota asiakkaille säännönmukaisesti tasalaatuisia palveluita ja osoittaa asiakkaille ja yhteistyökumppaneille mahdollisuus tukipalvelujen saantiin.

Kehittämisprojektin aikana palvelukuvauksen muotoilun tueksi kerättiin tietoa työntekijöiden kokemuksista haastattelujen avulla. Asiakas näkökulman esiin tuomisessa käytettiin tukena aiempia tutkimuksia ja Ensikodilla varhemmin tehtyjä asiakkaiden haastatteluja. Lisäksi kyselyn avulla kartoitettiin yhteistyökumppaneiden näkemyksiä ja toiveita vanhempien tuen tarpeista. Edellä kuvatun aineiston pohjalta lähdettiin kehittämään palvelukuvausta, jota muokattiin ohjausryhmän ja kehittämisryhmän tapaamisilla.

Tässä raportissa kuvataan kehittämisprojektin organisaatiota ja sen arvopohjaa. Esitellään lastensuojelun lähtökohtia ja sen eri osa-alueita, lisäksi esitellään vaativaa vauvatyötä ja sen periaatteita ja asiakasperheiden haasteita. Raportissa esitetään myös vaiheittain palvekuvaus-prosessin eteneminen ja siinä käytetyt menetelmät.

The development project was implemented with the Turku Mother and Child Home and Shelter Association (Turun ensi- ja turvakoti ry). The Association’s three areas of expertise include challenging work with babies, work related to crisis and violence, and support in divorce situations. The development project focused on the four units doing challenging work with infants. The services of challenging work with infants are aimed at parents and families who are expecting a baby or babies and who need individual and extensive support in parenting. The primary focus of all activities is supporting early interaction between parent and child. Challenging work with infants is mainly aimed at families with children under three years. It is organised as both institutional services and open services.

The customer families in challenging work with infants require professional and intensive support to gain confidence in their parenting. Some parents have significant difficulties in parenting, due to which they are not able to care for their child or children. In these cases, the substitute care services of child protective services are needed to secure children’s growth and development. Children being placed into care is a crisis for parents, and parents will need support to be able to commit to parenting and self-care even during the placement.

During the development project, we created a service description regarding the support work done with parents whose children are placed into care. The service description presents the contents and stages of the services in a clear manner. The support services for parents include supporting parents’ mental well-being, assisting them in maintaining the parent–child relationship, and taking care of parents’ practical errands. With the service description, we can harmonise the operating models of the various units in the Association, offer regular services of uniform quality to the customers, and present the available support services to customers and partners.

Over the course of the development project, information about employee’s experiences was collected with interviews to support the planning of the service description. To shed light on the customers’ perspective, earlier studies and previous interviews made at the Turku Mother and Child Home were used. In addition, a survey was carried out to gather partners’ views and wishes regarding parents’ support needs. Based on the data mentioned above, a service description was developed with modifications made in the meetings of the steering group and the development group.

This report describes the organisation and value base of the development project and specifies the starting points and various areas of child protection. It also describes the principles of challenging work with infants, the challenges of the customer families, and the stages and methods of the service description process.
