The aim of this thesis is to compose a business plan for private child welfare unit. The purpose of this thesis is to create base to the best possible unit. The business plan of the private round-the-clock child protection unit was created as the thesis. The business plan includes e.g. Description of the service, market situation, customers and strengths and weaknesses of the company and the owners. The thesis is for its makers so there is no principal.

Working with this thesis was formal and it advanced linear. The researching part was 95 emails to social worker and social counselors about institutionalize of sexual- and gender minority in Finland.

The purpose of child welfare is secure children growing environment and balanced and versatile development. The primary responsibility for the well-being of the child lies with his or her parents, or another guardian. If necessary, child protection can take custody or make an urgent placement. Outpatient support measures, family work and aftercare are also part of child protection.

From the early 1990s to 2019 placements of young people has raised about 10 000. Especially placements of teenaged children has raised in recent years.

The establishment of a private child protection unit is a licensed activity. To get a permit the entrepreneur must have adequate and appropriate facilities, equipment and staff. The permit is issued by either the regional government agency or Valvira, depending on the scope of the activity.
