The goal of this Bachelor’s was to get all the drawings of the buildings, controlled by the City of Kajaani, into an electronic form. The electronic filing system of the drawings will be in a versatile use by the City including a large variety of professionals. In the thesis their needs had to be taken into consideration. The electronic filing system will establish a new dimension to the co-operation between the various authorities as it becomes possible to chain services and decision making more than before. The essential issues include documentation of handling and decision making, defining the responsibilities considering data storage as well as the issues connected with the screening of data. The copyright issues of the drawings were discussed in the thesis. Copyrights are affected both by the drawings the buildings and finished buildings. The buildings must reach a certain level of originality to get copyright protection. An electronic filing system is an appropriate solution in which centralization makes he filing of the drawings and information service cost-efficient. The implementation of the project requires that the City of Kajaani has sufficient resources to set up and maintain the system. In 2008 the City of Kajaani will launch a project for an electronic filing system which is based on the present Bachelor thesis. The project should be completed by the year 2013.
