E-learning and personnel training – Pilot-Portal on information systems training in Seinäjoki Joint Muncipal Authority for Education

A portal supporting personnel training was built and tested in eLearning environment of Seinäjoki Joint Muncipal Authority for Education. Theoretical framework of this project was the strategy and quality work of the municipality, including the viewpoint of the organizational change, especially information management development. It is a very important question to train the staff to take advantage of the information systems. The de-mands for the users concerning individual training and information retrieval are growing, due to many new decentralized information systems, based on self service -type of use. The number of systems in-creasing causes the loss of supporting resources and these resources are not sufficient for personal guid-ance any longer. Self-access eLearning centre might be one of the ways to meet this challenge. Another model, motivat-ing also this development project, was focusing on personnel training system within Finnish tax admini-stration. The results they reported could be useful also in Seinäjoki Joint Muncipal. First step of the personnel training portal was built in the beginning of 2007 into the eLearning envi-ronment Moodle. That was a small scale pilot project. For testing a pilot a spesific course was created. The base of the learning materials was information systems security directive. Learning material and tasks were intented to self-access use. The development of the system can be specified according to the results of the experimental use of the portal. The results of the pilot indicate that there is potential to apply personnel eLearning in Seinäjoki Joint Muncipal. However, it must be seen as one supplementing method among other ways of learning. Using this kind of portal successfully expects that the stuff is informed and activated for the use of learning materials. For ensuring the development of the service perseverance and systematic, phased implemen¬tation is needed, as well as management commitment.
