Some of the public developers have been stucked in to old traditional contract forms like a total price plan. In a traditional total contract form, a construction contract is being tendered with pre-planned plans made by the developer, and usually the lowest bidder in the euro is the choice. When the realization of the deficiencies of the plans is realized, a total contract can lead to large incremental and alterative work volumes, and thus causes the small project between the project partners. The study deals with the characteristics, benefits and disadvantages of the various contract forms, and their suitability and opportunities for public sector developers- owned apartment blocks, public procurement law and the state and future of built-up property, as well as the wishes and goals of the developer. Four different public building representatives were interviewed, all of them have many years of experience in the construction sector. The purpose of the work is to awaken public subscribers in pursuit of sustainable solutions and goals to improve the state of the built assets by utilizing new forms of contracts. To find the best result, cooperation should be utilized. Traditional forms of construction do not encourage co-operation, but on the contrary they are based on pre-planned plans that will not allow the contractor's professional skills to be utilized, and any design innovations will be missed. The law on procurement only provides the boundary conditions for the use of different forms of contract, it is not a limiting factor when choosing a contract. The builder should define goals for the project, taking into account the lifecycle of the building, sustainability and user orientation. The goals should be clearly measurable, and their main purpose should be to utilize new technologies and digital solutions, and involve the user in the project. These lead to the use of a form of contract where design and construction are limited, as well as finding skilled and innovative design solutions to achieve the best possible result. These forms of work include, for example, project management contracts, SR contracts and various solidarity contracts such as project alliance.
