This final year project studied the process of town planning controlled by the Land Use and Building Act. The process was covered from the beginning to the point of drawing up a proposal. The project aimed at changing the unbuilt plots in the current town plan of the Leislahti school district in the town of Hamina from plots for apartment buildings and row houses to plots for detached houses which are more in demand in the area. With these changes the use of land and municipal infrastructure would become more efficient.

During this project a lot of reports were produced with the cooperation of regional authorities who supervise planning. The authorities reacted positively to the proposed changes in the town plan because the changes were seen to support sustainable development. The information for the reports was collected by interviewing various authorities.

The result of the project was a complete town plan proposal. The town plan proposal was submitted to the Technical Board in March 2014. Once the Board has reviewed the plan, it will be displayed for 30 days. Then the plan proceeds to the Town Board and Town Council for acceptance. Construction of the area begins in the fall of 2014 at the earliest.
