with children and teenagers who participate in club activities. The study was conducted in 2023. Data consisted of 1) interviews with sports federations and regional sports organisations (n=13), 2) interviews with sports clubs (n=15), 3) a survey for sports clubs (n=155), and 4) plans of sports clubs’ projects that received financial support from the Ministry of Education and Culture in 2023 for supporting those with limited means (n=138 projects). The most common financial support practices were different kinds of payment arrangements. Financial support was mostly provided for club fees or for the costs of obtaining the necessary equipment or clothing. There were rarely any strict criteria for the support. Instead, financial challenges were described in a free-form manner. Financial challenges were often related to the family’s situation or structure, such as unemployment, illness or having multiple children. The organisations and clubs interviewed for this report assessed that financial support can be considered stigmatising in some cases, which in turn affects its use. An important observation is that income level is rarely a criterion for support. Instead, the provision of support is based on the financial difficulties experienced by families. There have been and continue to be many reasons for the growing need for financial support. It is important to consider how the now fragmented forms of support could be made more accessible to families. Furthermore, it is important to take into account all actors of the whole sports system and the costs arising from organising and participating in sports, when developing financial support for children and youth sports activities.
