Besides regional development and land use planning, a regional council is lawfully lobbying the interests of its member municipalities. This research aims at stating the current promotion of interests at the Helsinki-Uusimaa Regional Council, as well as the possible development needs in its current operational environment. The theoretical framework is the concept of promoting interests, including a study of how regional councils can advocate the interests of their own regions. Theories about stakeholder groups, power and institutions have been used for the estimation of the region’s possibilities to drive the interests of member municipalities that are funding and leading the activities, also heterogenous in size and regarding political aims. Also, the ability of regional councils to renew their operations in financial and other pressures of change has been estimated. As the only metropolitan area in Finland, Helsinki-Uusimaa is undoubtedly the leading population and growth center, consequently also facing difficulties to gain understanding for its needs from the rest of the country. On the other hand, the most significant challenge of the Council in endorsing interests is its importance far larger than its own size and with a decentralized administration. Therefore, the region is differing significantly from the others. This is reflected upon the Council’s ability to be active and lead the cooperation in capturing the interest and awareness of its own region, together with the member municipalities, but also with other stakeholders. At present, there is a strong need for this kind of actions, as the current and extensive regional reforms started by the Finnish Government are felt to result in a weaker vitality of Helsinki-Uusimaa. Based on interviews, a three-phased road map for the development of the promotion of interests at the Council was born. The Council should 1) create an agenda for advocating regional interests, in order to take its rightful place as the regional and national authorizer, to achieve legitimacy to endorse its regional interests to the advantage of the entire country, 2) strengthen personal and confidential cooperation in its actions towards stakeholders, and in channels for unofficial political influence and 3) clarify the allocation of actions, the professional execution of the promotion and the resource allocation made by the Council’s office. Thus, the Helsinki-Uusimaa Regional Council needs to create a model entirely of its own for advocating interests, taking into consideration the special features of its region, i.e., internationality, population, and business structure.
