The purpose of this study was to research alliancing in municipal procurements. This thesis was written to examine the principles of alliancing and how these principles fit together with the Finnish public procurement laws and regulations. In this context, municipal procurements are procurements made by municipalities, towns and other municipal contracting entities.

The study was carried out mainly by examination of literature. Interviews regarding alliancing in municipal procurements were also conducted, and additional interview materials were gathered from other sources. Public procurement laws and directives were used as a main source of information for sections regarding municipal procurements.

This thesis concludes that alliancing is slowly becoming a more common operational model in Finnish municipal procurements. The main difference between alliance contracts and most other forms of contracts is that alliance contracts is based on joint liability. Alliancing is still relatively uncommon in Finland, and many towns and municipalities lack hands-on experiences of alliancing. It was found out that alliancing can provide both benefits and challenges to the participants of alliances.
